Human Resources Generalist

The Human Resources Department has a full time opening based in Portland

for an HR Generalist. The ideal candidate has a helpful, positive demeanor, is

detail oriented, is able to communicate clearly and with compassion to

individuals at all levels within and outside the Agency; he/she must maintain

confidentiality of information and in all other ways comply with Spurwink's

policies and procedures in support of the Agency's mission statement and




*1. Participates as an integral and cooperative team member in achieving

department related goals for the agency. This includes clear and timely

ongoing communication regarding status of projects with all members of the


*2. Works on Multiple large projects simultaneously with the ability to be

extremely flexible.

*3. Ensures that all personnel records meet licensing standards and

accreditation rules and regulations.

*4. Demonstrates a positive, helpful demeanor to staff, vendors, program

managers, and administrative staff across the agency in support of the

agency’s mission statement and values.

*5. Share in the design and mailing of Open Enrollment materials. Track

monitor and follow up on responses. Respond to program and staff questions

regarding the materials.

*6. Provide backup for other HR Generalists, and for FMLA, workers’

compensation and LTD filings.

*7. Maintain a current Maine driver’s license and a clean driving record as

outlined in Spurwink’s driving policy.

*8. Perform other functions as assigned.

9. Maintains Department intranet posts including employee forms, benefit

materials and calendars.

HR Generalist - Documentation

*1. Accurately and timely administer HRIS data entry for new hires,

terminations, benefit changes, and other HR status changes as required.

Ensure a comprehensive understanding of how changes impact payroll,

benefits, and reporting.

*2. Conduct criminal and driving background checks in compliance with

licensing regulations.

*3. Effectively communicate benefit plans to employees including conducting

hiring sessions; educating staff regarding other pertinent hiring issues (i.e.

DOE approval process, Hepatitis B vaccination).

*4. Maintain the administration and billing for all benefit plans. Responds to

benefit enrollment and termination inquiries/issues.

*5. Run benefits-related reports as needed. Creates and distributes monthly

reports to program supervisors.

*6. Track and schedule fingerprinting appointments, follow up on renewals,

and reconcile invoices.

*7. Process OQMHP documentation to ensure eligibility of day treatment and

residential staff in HRIS.

*8. Analyze and create reports for management & external auditors including

wage and benefit surveys, insurance renewals, benefits utilization, etc.

*9. Generate offer letters utilizing data provided on Orientation Registration

forms, including verifying wage data, and incorporating benefit eligibility

information based on employment status.

*10 Process program and employee requests regarding personnel files. Gather

personnel file data for licensing and accreditation visits. Function as a point of

contact for problem resolution regarding data integrity and file maintenance.

11. Process requests for student loan deferrals in a timely & accurate manner.

12. Process Services Awards.

13. Share in the responsibility of employment verification requests.

Human Resources Generalist – Compliance

*1. Develops and maintains ACA reporting and ensures communication

regarding eligibility is reported monthly.

*2. Tracks utilization, participation and costs benefit data; ensures that all

benefit records are kept up to date and regularly audited.

*3. Ensures OQMHP and BHP training, professional license, and certification

requirements have been completed and meet position licensing standards.

*4. Audits and tracks the HRIS data including ACA and OQMHP.

Professional Development Responsibilities:

*1. Serves as primary administrator for the LMS, including all management,

set-up and curriculum responsibilities for online students. Assists with

enrollment of all online participants for required training

2. As assigned, serves as the Computer Lab Facilitator for Online Courses,


Recruitment Responsibilities:

*1. Responsible for internal and external posting of all available jobs.

*2. Determines applicant requirements by studying job descriptions and job

qualifications and collaboratively working with Recruiter. Screens and

distributes resumes and applications using applicant tracking software.

*3. Assists prospective applicants with the online application process and

general recruiting questions.

*4. Manages and tracks the reference check system.

*5. Processes hiring and sign-on bonuses.

*6. In conjunction with the Recruiter, maintains oversight of communication

with all applicants; responds to all inquiries orally or in writing regarding

employment prospects and/or the status of their application. Prepares and

emails employment status letters to candidates.

7. As needed, provides support with the monthly recruitment and Professional

Development reports and retention metrics.








Associates degree in HR or Business or equivalent education and/or

experience required; Bachelor’s degree in HR, Professional Development, or

business preferred. Working knowledge of Affordable Care Act strongly
